Approved by Chengdu government and Chengdu Municipal Foreign Affairs Office, Chengdu Huaying Preparation Training Center for Personnel Going Abroad (Sino-Japanese joint venture) was founded in 1992 as a pioneer organization in southwest China dedicating to international education, exchange and cooperation. The center was initially engaged in Japanese trainee application and training, and later started to involve in overseas study counseling service. In 1999, the No. Six Writ, jointly issued by Ministry of Education, Ministry of Public Security and State Administration for Industry & Commerce, adopted new regulations to standardize overseas study market which prohibited joint ventures from doing overseas study business. Huaying Study Abroad Service Center was then established to inherit the business. After years of efforts and developments, Huaying has developed itself into a large international education group, providing integrated education consulting & service in overseas study, international high school, language training, immigration, career planning, and extracurricular activities.

Since its establishment, Huaying has won good reputation and become one of the most influential education companies in southwest China.

In 2002, the International Department of Shude High School, was jointly set up by prestigious Chengdu Shude High School and Huaying, providing advanced international courses, including International Baccalaureate Diploma Program (“IB”), Victoria Certificate of Education (“VCE”), Advanced Placement courses, and etc. The average scores of our VCE students have ranked the 1st place in China for 11 consecutive years; the average scores of our IB students have been exceling 3-5 points higher than the global average for 3 consecutive years; most of our AP students got full mark in exams. To date, the International Department of Shude High School has sent 2568 students to prestigious universities worldwide, and has become the largest, and the most welcomed international department in southwest China.

On February 13th 2017, Chengdu Huaying Consulting and Service Co. Ltd. successfully listed on National Equities Exchange and Quotations (New OTC Market) as the first of its kind in west China.
